Under California law, students who speak a language other than English at home are evaluated at school entry to determine their level of English proficiency. Those students who do not meet specified standards for their age and grade level are identified as English Learners.

English Learners must receive appropriate services, including regularly scheduled English Language Development. These services are provided by the classroom teacher or by another teacher at the grade level through a team approach. English Learners’ progress is monitored carefully to ensure that they learn the curriculum, while improving their ability to speak, understand, read and write English.
